Solution:
Some manufacturer's of RADIUS server software offer troubleshooting utilities included in their distribution to test configuration problem.
Mastersoft offers a free RADIUS "ping" utility to test your RADIUS server's configuration called NTRadPing. This is a individual download and does not require the installation of their RADIUS distribution.
You can install this Windows utility to act as a RADIUS client.
To test the RADIUS server config you should ensure that the PC the utility is installed on is added a client in the RADIUS server.
If any profiles are created that you wish to test then ensure that the RadPing PC can comply if any IP address restrictions are used.
The utility can verify if authentication is accepted (PAP or CHAP), and also display any Return Attributes sent by the RADIUS server (for testing the Service-Type=Administrative attribute).
It is also configurable to send Account Request Messages also will display the Access-Accept messages.
Note: some LAN Analysers such as "Wireshark" can display RADIUS packet information. These tools are useful to display RADIUS "Account Request", "Access-Accept", and "Accounting" messages.
