Solution:
The following configuration will allow the link to connect only when there is IP data activity over the Leased line. After a specified amount of inactivity, the link will drop. Any IP data destined for a remote network from router 1 will raise the link again.
PSeries router 1 configuration (only router 1 is configured for IP Address Connect. IP data from Client PCs on this LAN will cause this router to raise the link. Note: Make sure to configure a default gateway for Client PCs on this LAN. The default gateway is the LAN IP address of router 1)
