Solution:
The utility of choice is the Perle Device Manager.
When making changes to most settings you must click the Apply button when completing a screen (not that some screens do not have an Apply button).
When you are completed the configuration changes you must select the TOOLS option and select Download Configuration to unit.
Most changes require a reboot to the unit. Use the TOOLS -> Reboot Server option.
If you have changed just a Line configuration you do not need to reboot the unit. Choose the TOOLS -> Kill Line option.
The WebManager shows the same options as the Device Manager.
When making changes to any screen you must click the Submit button.
When you are completed the configuration changes you must click the Save to FLASH option.
Most changes require a reboot to the unit. Click the Reboot button.
If you have changed just a Line configuration you do not need to reboot the unit. Go back to the Line -> Port Settings and click the Kill Line button.
